Tool Development #8: Setting up the package

Short and simple post. I've added a readMe with instructions on how to use the tool. "README" is an urgent message that will make it easier for users to understand how to use the tools.
I've also added a "Refresh Prefabs" function to make adding and removing prefabs easier. Previously, you would have to close the window and open it, and this was inconvenient.
